TS-iPASS: what the single-window approval actually gets you
Telangana’s industrial clearance system promises time-bound approvals. What that means in practice, what it does not cover, and how to prepare so the clock actually starts.
If you are setting up any kind of manufacturing or industrial unit in Telangana, TS-iPASS is the door you go through. It is genuinely one of the better-designed pieces of state industrial administration in the country, and it is also widely misunderstood by first-time applicants.
What it is
TS-iPASS — the Telangana State Industrial Project Approval and Self-Certification System — is a single-window mechanism for industrial approvals. Instead of applying separately to each department, you apply once, and the system routes your application to the departments that need to clear it. Its defining feature is that approvals are meant to be time-bound: each clearance carries a stated timeline rather than an open-ended wait.
The second defining feature is self-certification. For a range of categories, you certify compliance yourself and proceed, with inspection happening afterwards rather than as a precondition to starting.
What that changes in practice
- You get a predictable timeline, which means you can plan a project schedule and a cash-flow plan around it rather than guessing.
- You deal with one system rather than chasing individual departments and re-explaining your project to each.
- You can begin sooner in self-certification categories, which for a small unit is often the difference between a viable project and a dead one.
What it does not do
This is where first-time applicants get caught out.
Four honest limitations
- The clock starts on a complete application, not a submitted one. An incomplete filing sits in query status, and the stated timeline does not protect you. Most "TS-iPASS is slow" complaints trace back to this.
- It does not cover everything. Certain approvals — particularly environmental clearances for categories that require them, and some local body permissions — run on their own statutory processes and their own timelines.
- Self-certification is not exemption. You are certifying that you comply. Inspection happens later, and a false certification is a much more serious problem than a delayed approval would have been.
- It is an approval system, not an incentive system. Getting your clearance does not automatically get you the subsidy. Incentive claims are separate applications with separate deadlines.
How to prepare so the timeline actually works for you
The applicants who get the promised speed are the ones who arrive complete. Have these ready before you start filling anything in:
- Land documents — title, or the lease, plus the land-use classification. Confirm the classification permits industrial use before you buy. This is the single most expensive thing to get wrong.
- Project report — a proper one with capacity, process description, machinery list, power requirement, water requirement and employment numbers.
- Category determination — know whether your activity falls in a green, orange or red pollution category, because it decides which environmental process applies and how long it takes.
- Udyam registration — get it first; it is referenced throughout.
- Constitution documents — incorporation or partnership documents, PAN, and the authorisation for whoever is signing.
The sequencing mistake that costs months
The common pattern: buy land, then discover the classification does not permit your activity, or that the environmental category is heavier than assumed. Everything downstream stops while that gets resolved, and sometimes it cannot be.
Reverse it. Determine your pollution category and confirm the land-use classification permits your specific activity before money changes hands on the land. A conversation with the District Industries Centre at that stage costs you an afternoon and can save the project.
